Question 3: Prohibit Government Discrimination or Preferential Treatment Amendment

The amendment would create a new constitutional provision (Article I, section 27) prohibiting any governmental entity — the state, its political subdivisions, the UW System, the Technical College System, public school districts, and other state and local bodies — from discriminating against or granting preferential treatment based on race, sex, color, ethnicity, or national origin in public employment, public education, public contracting, or public administration. It contains exceptions for actions needed to maintain eligibility for federal programs and for bona fide sex-based qualifications reasonably necessary to normal operations. It was placed on the ballot as 2025 Assembly Joint Resolution 102.

A Yes vote means	A Yes vote creates a new constitutional provision barring state and local governmental entities from discriminating against or granting preferential treatment on the basis of race, sex, color, ethnicity, or national origin in public employment, public education, public contracting, or public administration, subject to the federal-program and bona-fide-qualification exceptions.
A No vote means	A No vote leaves the constitution unchanged; existing state and federal equal-protection standards continue to apply.

Governmental entity discrimination prohibited.
