Question 2: Prohibit Government Closure of Places of Worship During Emergencies Amendment

The amendment would add language to the state constitution's religious-liberty provision barring the state and local governments from ordering the closure of places of worship or forbidding gatherings in them in response to a state of emergency, including a public health emergency. Under current law, as described in the official explanatory statement, officials may limit public gatherings, including religious ones, during emergencies as long as religious and secular gatherings are treated equivalently. It was placed on the ballot as 2025 Assembly Joint Resolution 10.

A Yes vote means	A Yes vote amends the constitution so the state and local governments cannot order the closure of, or forbid gatherings in, places of worship in response to a state of emergency, even if other public gatherings are closed.
A No vote means	A No vote leaves the constitution unchanged; during declared emergencies, officials retain the ability to limit public gatherings, including religious gatherings, under the existing standard that religious and secular gatherings be treated equivalently.

Freedom to gather in places of worship during an emergency. Shall section 18 of article I of the constitution, which deals with religious liberty, be amended to prohibit the state or a political subdivision of the state from ordering the closure of, or forbidding gatherings in, places of worship in response to a state of emergency, including a public health emergency?
