Question 1: Prohibit Partial Veto to Increase Tax or Fee Amendment

The amendment would change the state constitution's partial-veto provision so that when approving an appropriation bill in part, the governor may not create or increase, or authorize the creation or increase of, any tax or fee. The official explanatory statement notes this would also prevent a veto from allowing local governments, such as school districts, to increase their own taxes or fees. It follows Gov. Tony Evers's 2023 partial veto that extended school district revenue-limit increases through the year 2425, a veto the Wisconsin Supreme Court upheld.

A Yes vote means	A Yes vote amends the Wisconsin Constitution so the governor, in exercising partial veto authority over an appropriation bill, may not create or increase, or authorize the creation or increase of, any tax or fee. It would apply to all future governors.
A No vote means	A No vote leaves the Wisconsin Constitution unchanged; the governor retains the current partial veto authority as interpreted by the courts.
